The Southern Marin Fire Protection District is governed by a seven-member Board of Directors. Board Directors are elected by the residents, serve four-year terms and Board members must live within the Fire District boundaries. The SMFD Board of Directors meets on the fourth Wednesday of each month at the Headquarters Fire Station located at 308 Reed Boulevard in Mill Valley. The public is encouraged to attend and participate in District Board Meetings.
Fire District elections are managed by the Marin County Election's office. Board members are elected or re-elected every four years during the Uniform District Elections in November. The terms of office are four-year, staggered terms. SMFD Board Directors must live within the District boundaries.

Board Members receive a monthly per diem of $100.
Local government officials are required to take two types of training, Ethics Training or as it is commonly referred to AB 1234 Ethics Training for Local Officials and Sexual Harassment Prevention training or AB 1666 AB 1661 Sexual Harassment Prevention Training. The SMFD Board renews their certificates for required training every two years. Below is more information on the compliance requirements.
AB 1234 - Ethics Training: On October 7, 2005, the Governor signed Assembly Bill No. 1234. AB 1234 requires that if a local agency provides any type of compensation, salary, or stipend to, or reimburses the expenses of a member of its 'legislative body' (as that term is defined in California Government Code Section 54952), that local agency's officials must receive training in ethics.The bill also provides that if an entity develops criteria for the ethics training required by AB 1234, then the Fair Political Practices Commission and the Attorney General shall be consulted regarding any proposed course content. Other than the consultation requirement regarding the training course, the Commission has no jurisdiction to interpret or advise on the requirements of AB 1234. In response to AB 1234's requirement that the Commission be consulted regarding proposed course content, the Commission has implemented Regulation 18371. Please see Regulation 18371 for information on what the Commission has determined should be included in a local ethics training course. AB 1661 - Sexual Harassment Prevention Training: A new sexual harassment training mandate is now effective in California. AB 1661 was signed by Governor Brown on September 29, 2016, and it mandates local agencies to train officers and elected officials in sexual harassment prevention. Local agencies are any “city, county, city and county, charter city, charter county, charter city, and county, or special district” in California. AB 1661 requires only compensated, elected officials or members of legislative bodies to be trained.
Kurt has served on the Board since 1991. He is a native of San Francisco Bay Area, raised in Mill Valley. He currently resides in the Homestead Valley area of unincorporated Mill Valley. Kurt Attended San Francisco State University, and the University of California Berkeley with a major in Education and Vocational Studies. He recently retired as a Fire Captain from the City of Berkeley Fire Department with greater than thirty years in the fire service. (Term: 2013-2018)

Cathryn has served on the Board since 2009 and is a resident of the Tamalpais Valley area of unincorporated Mill Valley. She is currently the Executive Director of the Construction Industry Force Account Council (CIFAC). Before joining CIFAC in 1997, Hilliard was Director of Government and Public Affairs for the Association of Bay Area Governments (ABAG) for 10 years. She was also a government and public affairs consultant whose clients included; the City and the County of Los Angeles, Chevron Corporation, McDonald’s, Wahl Instruments, and the National Education Media Network. Hilliard set up a one-stop location filming permit center in Hollywood to help keep the motion picture business in California. She also worked in both houses of Congress as staff for Indiana Senators Vance Hartke and Birch Bayh and for Congressman Winfield Denton of Evansville.
Her professional and charitable affiliations included being president of the Bay Area Public Affairs Council, American Society for Public Administration, Bay Area Chapter, and the UCSF Auxiliary. She is also a current member of AAUW, LWV, Marin Women's PAC and the Tam Valley Improvement Club. Hilliard received her undergraduate degree in Political Science and Public Administration from Cal State University East Bay. She also has a management certificate from UC Berkeley. (Term: 2016-2020)

Tom has served on the Board since 2012. He is a Sausalito Resident. Tom is currently employed as a Safety and Risk Consultant. Tom is currently a member of the Sausalito Disaster Preparedness Committee, Sausalito Volunteers in Public Safety, National Fire Protection Association, American Society of Safety Engineer, Native Sons of the Golden West and the Golden Gate Tall Ships Society. Chief Willis and his wife Arliss have been residents of Sausalito since 1968. He served the majority of his 33 years with the City of Sausalito as a police officer, retiring in 2000 as Chief of Police and Fire Services. Since retirement, he has worked as a police and fire consultant. He also has served as an interim police chief on 6 occasions with 5 different cities. He was appointed to the SMFD Board in July of 2012 after Sausalito merged with the district. He is a past president of the Sausalito Rotary Club where he has been a member since 1988.
